But he said the cheque was not accompanied by one of Labor’s “prohibited donor declaration forms”, which the party made every sponsor sign to state that they were a legal political donor. Mr Minns said after the form did arrive several months later his staff sought further advice from the Labor Party’s Sussex St head office on Dr Zhu but it never came. “In an abundance of caution, we made a decision not to cash the cheque because we didn’t have the appropriate paperwork,” Mr Minns told The Saturday Telegraph last night.
