“Multicultural communities, and those who’ve recently emigrated to NSW in particular, will often look to local community or religious leaders as a first point of contact about a range of issues, including potential domestic abuse,” Mr Speakman said.

Meanwhile, Speakman and his Department continue to insist that religious leaders, who are often ministers of religion, including those who are registered marriage celebrants cannot be trusted to witness even the simplest statutory declarations.

The above raises the question:Are Speakman and his Department Of Justice laying the groundwork to entrap religious leaders, so that they might soon be  charged for not reporting any instances of domestic violence,  as determined by Speakman and his department?
