Former Australian Building and Construction Commissioner, current Australian Public Service Commissioner John Lloyd defends Jobactive scam, possible tax scheme

The former Australian Building and Construction Commissioner, current Australian Public Service Commissioner John Lloyd has defended DEEWR Secretary Renee Leon against allegations  of impropriety and misconduct in the award of contracts to failed printer Fred Van Steel, which were  reported earlier on this blog.

Lloyd has refused to respond to repeated queries on the matter, which has some appearance of a scheme by Van Steel and partners to minimize taxes uses a series on not for profit organizations.

 Van Steel  has had something of  a miraculous resurrection of fortunes, his previous business, Chippendale Printing , having gone under in 2010. Yet, by 2014 Van Steel was in a position to bid and be successfully awarded a JobActive contract by the Department of Employment, via his new vehicle , Olympus Solutions Pty Ltd ..With that comes about AUD 50 million a year. 

However,  Olympus remains a mystery to most JobActive participants, for Olympus does not provide any services itself but does so via a a number of not for profit organizations, who are supposed to have formed a series of  "joint ventures" with Olympus.
Olympus  says on its website:

However,  Van Steel claims in his publicity that  his Olympus has joint ventures with the Not For Profits,, and not that Olympus itself is a joint venture. 
Meanwhile, as earlier reported, Van Steel acts as CEO (also) of one of his JV partners, Ability  Options, who offer services Olympus  proudly claims as an innovation, access to the CareerOne website!
This does look as a means to extract management fees out of not for profit organizations, effectively using these organizations to launder payments received from the Government pursuant to the JobActive contracts.
In his previous life as Australian Building and Construction Commissioner John  Lloyd would have demanded that schemes of this type be thoroughly investigated.Here however he defends it.
